An unpaid civic levy can quietly follow a Bangalore property from owner to owner. The betterment charge is a prime example, and it usually comes to light when someone applies for a khata or a plan approval. Here is how the levy works in 2026, with a worked example and the documents to ask for first.

Why Buyers Should Care

The levy attaches to the property, not to a person. A sale does not wipe it out, so an old default surfaces when the next owner approaches the corporation. Because the corporation will not issue an A khata or sanction a plan until the amount is paid, the new owner ends up settling it.

Banks add to the pressure, since most lend freely only against A khata property. A pending charge can therefore hold up the loan, the plan sanction and a later resale together.

What the Money Is For

Public works such as roads, storm drains, water lines, street lighting and parks make land more usable and more valuable. The civic body recovers part of that expense through a betterment charge on the properties served. Some old documents describe it as an improvement charge.

The payment happens once, unlike yearly property tax. Its receipt has a long shelf life, which is why it deserves a place in the title file.

Who Is Behind the Charge

The BBMP collected it for many years. The Greater Bengaluru Authority took the BBMP's place on 2 September 2025, and the work is divided among five corporations that run khata and revenue matters for their own areas. In addition, the Bangalore Development Authority, the BDA, can impose a betterment tax on land whose value rises through its schemes.

Location decides the office. A flat in Whitefield and a house in Yelahanka come under different corporations, and each keeps its own records. In gram panchayat areas the panchayat's rules and fees apply.

When It Becomes Payable

The levy attaches to events that bring land fully into the civic system:

  • First-time issue of an A khata on a converted site
  • Transfer of a B register property into the A register
  • Absorption of a village or private layout into the city, with services provided
  • Appreciation of BDA scheme land after the authority builds roads and other works

Where an A khata already exists and the levy was paid at issue, a later sale does not repeat it. Answers therefore differ widely from one property to another.

Calculating the Amount

Under the older system the BBMP applied a flat rate per square metre of site area. The rate was Rs. 200 for converted land in the original 100 wards and Rs. 250 in the areas merged in 2007. Receipts a seller holds often carry such figures.

The route now used for B register sites works differently. An owner seeks single plot approval and pays a levy tied to guidance value, under these conditions:

  • Standard rate: 5% of guidance value
  • Reduced rate of 2% during the 100-day drive between 16 May 2026 and 23 August 2026, with 5% back in force from 24 August 2026
  • Coverage limited to vacant sites and single buildings under one owner
  • Eligibility for properties already in the B register on or before 30 September 2024

The gap between the two columns shows why owners applied early in the discount window. Flats in B register buildings usually do not qualify because approval is granted to a site. Encroached government land and sites in court disputes are excluded as well.

Document Trail to Request

Ask for these papers while the seller still wants to close:

  1. The e-khata, to see whether the property is A or B register.
  2. The betterment or improvement receipt, matched on property number, area and owner name.
  3. The approval order and payment receipt, when the A khata came through single plot approval.
  4. A written statement on pending charges from the corporation's revenue office (for BDA layouts, from the BDA).
  5. Recent property tax receipts, since arrears behave in the same way.
  6. A sale agreement clause that makes the seller bear all civic charges up to registration.

If something is due, the seller should pay and give you the receipt before the deed. When time runs short, deduct the amount from the price, with the corporation confirming it in writing.

Reading an Old Receipt

Receipts from the earlier system show a rate per square metre of land, not a percentage of guidance value. That is normal for a property that received its A khata years ago, and it is not a warning sign on its own. What matters is that the receipt matches the property number, the area and the name on the deeds.

A receipt that looks altered, or that carries a different site area from the sale deed, deserves a written query to the corporation. Asking costs nothing, and the reply can be attached to the sale papers.

Weighing a B Register Purchase

A B register site is cheaper, but the buyer inherits the job of conversion. On a Rs. 60 Lakh valuation the 5% levy is Rs. 3 Lakhs, so any discount must clearly cover it. Meeting the route's conditions, including road access rules, is a further hurdle because each application is judged on its own facts.

Better still is a site where the seller has already completed the conversion. A paid receipt is worth more than an assurance that the process is routine.
