Is There a Drain on Your Plot? Bangalore Rajakaluve Buffer Zone Checklist

Before paying an advance for land or a flat in Bangalore, one inexpensive enquiry can save a buyer from a costly mistake: is a storm water drain, called a rajakaluve, anywhere near the property? Land along these channels must stay free of construction, and violations lead to notices, demolition and refused loans. The sections below cover the margins that apply as of October 2026, the papers to consult and the way the distance is measured.
Start with the Records
Everything about a drain is filed against a survey number, so that is the starting point. These are the papers worth comparing with the plot:
- Village map and survey sketch, which show drains and similar government strips
- RTC, which states the extent of kharab inside the survey number
- Land use map from the 2015 master plan revision, which tells primary, secondary and tertiary drains apart
- Storm water drain map kept by the corporation's drains wing
- Approved layout or building drawing, which ought to carry the drain and the open strip along it
- Dishaank, the app that pins a survey number onto satellite imagery for wherever the buyer is
Offices have sometimes drawn the same drain on different paths, or put it in a different class. If records conflict, the corporation's drains wing can settle the matter in writing. Beyond corporation limits, the tahsildar or the local planning body provides it.
The Notified Buffers
The Urban Development Department's final notification of 15 October 2025 changed what zoning rules require beside drains. Its coverage is the whole Bangalore Metropolitan Region, from the Greater Bengaluru limits down to the smaller planning areas. Each width is measured outward on both banks, starting at the edge recorded for the drain in revenue papers:
- Primary drains, 15 metres
- Secondary drains, 10 metres
- Tertiary drains, 5 metres
Earlier rules were stricter. The 2015 master plan revision wanted up to 50 metres for a primary drain. The National Green Tribunal ordered still wider margins in 2016, and the Supreme Court cancelled that order in March 2019. Some brokers, old articles and a handful of sanctioned plans carry the older numbers.
That history leaves two warnings. A building cleared when the old rule applied kept its wider margin, so its plan may show extra open land beside the drain. Resident groups have objected to the narrower buffers too, and a fresh legal test cannot be ruled out. Treat the wider margin as a comfort level and the notified one as the legal floor.
Drain Bed and Buffer Are Not the Same Land
The drain bed belongs to the government and appears in village records as kharab. Private ownership, sale or construction there is impossible, whatever a private paper says. Any construction in the bed is treated as encroachment and may be cleared without any compensation.
The buffer is normally a private strip next to the bed. Title stays with the owner, but the strip has to stay open, with no building allowed. A plot lying partly inside it offers less usable area than the deed shows, so the rate should adjust.
Why a Drain Gets Missed
Rajakaluves in Bangalore total over 800 km, and across the years many were narrowed, covered by slabs or built upon. Seen from the road, a drain may be completely hidden. Its path still survives on the village map and the corporation's drain map, which officials follow.
After the 2022 floods the corporation began making a list of structures located on drain land and clearing them. A registered deed and a clean sale history show who owns the land but not if a drain runs through it. That is why the drain question gets its own check, separate from the title search.
Taking the Measurement
A licensed surveyor can mark the drain from the records onto the site and measure how far the drain lies from the edge of the plot. The work finishes within two days at most, and its fee is small next to the land price. Add the signed sketch, with distance and date, to the buyer's file.
Visit the plot as well. Telltale signs include a row of cover slabs, a dip in the ground, a culvert under the access road or a neighbour's compound wall that curves for no reason. A monsoon downpour, or the hours after one, shows where water truly runs.
Drains and Home Loans
A bank will check any property it funds through a valuer and lawyer of its own. When a plot is on a drain or within its strip, lenders see a demolition risk and may decline or lend on a lowered value. Being refused costs the buyer nothing and acts as a loud warning about the property.
Approach a lender for a preliminary opinion before putting down a big advance. Some projects have been cleared by several banks and so passed the test repeatedly. A seller who demands cash only for land next to a drain needs closer questioning.
Flats in Projects Near a Drain
Apartment buyers ask the same thing about the whole project. The sanctioned plan, hosted on Karnataka's RERA site, shows the boundary of the site and should mark both the drain and the margin. Towers, basements and ramps ought to stay outside the strip, normally used as a road, a planted belt or open land.
The best reassurance for a finished building is its occupancy certificate, since it follows verification against the sanctioned plan. Where an older building lacks one, a drain report from a surveyor is worth paying for. Anyone buying in Bangalore may ask our advisers to help request these documents from the developer.
A Practical Checklist
The steps run from free to paid, so a problem plot is filtered out early. Take them in this order:
- Jot down the survey number, area and boundaries given in the deed and khata.
- Enter the number in Dishaank, then on the master plan, watching for drains and lakes.
- Study the RTC and the village sketch to find kharab land within or beside the number.
- Walk the site, and ask the people next door about monsoon waterlogging.
- Get the seller's sanctioned plan and read how it marks the drain and buffer.
- Hire a licensed surveyor for the drain-to-plot distance.
- Seek written clarification from the drains wing when the distance is near the limit.
- Collect a lender's legal and valuation view before the sale agreement is signed.
A lake has its own buffer under a different rule, so a plot near water needs that check too. Flooding is related yet separate, because land beyond every buffer can still fill up from a low road.
