Buying Land Near Devanahalli or Chikkaballapur? Check for KIADB Acquisition First

Two groups want the farmland and open plots north of Bangalore: families looking for a site, and the state's industrial board. If KIADB has notified a survey number, a plot that looked clean on paper may carry no usable title. What follows covers the legal sequence, the 2026 disputes in the region and a practical way to test a survey number before any money moves.
Warning Signs That Deserve a Pause
Some patterns recur on land that is later found to be notified or contested. Treat each as a reason to stop and verify.
- The plot number and layout name come up in conversation, but the survey number never does
- The asking price is far below the going rate for approved plots in that village
- The seller wants a quick token advance, claiming that a notification will soon be cancelled
- Only a photocopy of an old RTC is shown
- The layout plan has no approval number from any planning authority
- Banks cited by the seller have not in fact cleared loans for that layout
Recent Disputes in the Airport Belt
In July 2025 the government announced that 1,777 acres in Devanahalli taluk, covering Channarayapatna hobli, would no longer be acquired. A farmers' agitation of over three years had preceded the announcement.
In 2026 attention moved north to Sidlaghatta taluk. There the board seeks close to 2,800 acres covering thirteen villages of Jangamakote hobli, and farmers began an open-ended protest. On 5 June 2026, roughly day 80, they set off on motorcycles for Vidhana Soudha, starting in Chikkaballapur and taking the route past Devanahalli, Yelahanka and Hebbal.
This hobli borders the area nearest Kempegowda International Airport, so agents promote plots there as investments. Whoever is looking beyond Devanahalli must find out where the proposal stands for the specific village.
What the Law Provides
The board acquires land under a 1966 Karnataka statute on industrial area development. Risk to a purchaser grows at each step of this sequence:
- A notification declares the area industrial
- A Section 28(1) preliminary notification names the survey numbers to be taken
- Owners receive notices, file objections and get a hearing from the officer in charge of acquisition
- A final declaration under Section 28(4) confirms what is being acquired
- By Section 28(5) the land becomes the state's, unburdened by earlier claims
- Compensation is set, possession is taken and the land goes to KIADB
The BDA follows a comparable route under Sections 17 and 19 of its own Act. For the same two steps, the 2013 central law turns to Sections 11 and 19.
Consequences for a Purchaser at Each Point
Registering a deed once a notification is out does not shield the buyer. What that deed is worth depends on timing.
Between the preliminary notice and the final declaration
The owner's objection may still be undecided, but the land has been earmarked. As courts have held, anyone entering now cannot resist the acquisition and may only seek compensation. Lenders keep away and layouts cannot be sanctioned.
After the final declaration
The land is the state's as of the declaration's date, so any later deed passes nothing. The previous owner's one remaining right is compensation.
After the state backs off
A dropped acquisition is safe only once the withdrawal is gazetted and the entry vanishes from the revenue records for each survey number concerned. Banks and registrars do not accept a statement to journalists.
Reading the Records Properly
The Encumbrance Certificate reflects only what was entered in the registry, and a notification never is, so the certificate may show nothing at all. Use these sources instead.
- RTC (Pahani): scan the rights and liabilities column for KIADB, BDA, the word acquisition or a notification number
- Mutation register: any entry that follows a land acquisition officer's order
- Karnataka Gazette: notifications are printed with the village and the survey number list
- District office of the Special Land Acquisition Officer: a written answer on a given survey number
- Zoning map of the planning authority: agricultural, industrial or residential
- Village accountant: usually aware of notices served locally
Get all survey numbers in writing from the seller, along with village, hobli and taluk. A layout is cut from larger parcels, so the parent survey numbers are the ones to check, and RERA projects should show the same numbers on the state portal.
Zoning and Conversion Are Their Own Hurdle
Land that escapes acquisition can still be unfit for housing. In the airport region the planning authority's master plan governs what may come up, and no pitch can turn agricultural or industrial zoning into a residential one.
Homes need the Deputy Commissioner's conversion order plus an approved layout plan. Revenue sites on unconverted land have neither, and that gap explains the lower prices seen across North Bangalore.
Owners Who Discover a Notification Later
Objections can be filed within the period stated in the notice. Keep the khata, RTC, tax receipts and sale deed current, since compensation is paid to whoever the records name, and let a property lawyer handle the filing.
Many buyers on Chikkaballapur Road and near the airport prefer developments registered under RERA, where the land is converted and the plan sanctioned. Such projects have already been through the survey checks that a lone plot buyer must repeat, so for any other land, finish the steps above before paying a token.
