Kaveri 2.0 Explained: How a Bangalore Home Is Registered, From Online Entry to Sub-Registrar Visit

Anyone buying a home in Bangalore will deal with Kaveri 2.0, the online platform that Karnataka's stamps and registration department runs for property deeds. Buyers fill in the details, pay and choose an appointment on the portal, then go to a sub-registrar office only to be identified and to sign. The notes below cover each stage, the paperwork for the visit and the slips that most often spoil an appointment.
About Kaveri 2.0
Karnataka introduced the system in March 2023. Offices in Bangalore started working on it on 29 May 2023, and 258 offices in 36 registration districts are on it now. Officials said at the launch that, with the online work finished, the registration itself should take roughly ten minutes.
The portal is linked to Bhoomi (agricultural land), e-Swathu (rural properties) and e-Aasthi (urban properties). It also supplies encumbrance certificates and certified duplicates of registered deeds, and a digital e-stamp option has existed since January 2026.
Where Each Step Happens
The process splits into three phases, and only the middle one involves a trip:
- Before the appointment, everything is online: account, deed particulars, valuation, payment and booking
- At the appointment, the sub-registrar office checks the original deed and takes identity proof, photographs, thumb prints and signatures
- Afterwards, the registered deed is issued, the encumbrance certificate is updated and the khata transfer is requested
Filling in the Portal
An account needs a mobile number and an email address, both confirmed with one-time passwords. After that, the buyer opens a new registration application, selects the kind of deed and lists every person involved, from buyers and sellers to an attorney holder, if any, and two witnesses.
Next come the property particulars. These must mirror the draft deed exactly, down to the khata or survey reference, address, extent and boundaries. The sale price follows, and the system calculates duty and fees. The draft deed and any requested papers are uploaded, the payment is made and the receipt with the application number is saved.
Booking the slot is the final online step, and the confirmation should be kept. Records that exist in linked databases are filled in automatically. For a property in the city, a final e-khata has been required since October 2024, so a seller without one needs to apply long before the planned date.
Which Office to Choose
By default a property is tied to the sub-registrar office for its locality. Starting 2 September 2024 the state allows what it calls anywhere registration: a deed can go to any office in the district where the property falls.
Because Bangalore is split into several districts, the choice is broad but bounded. Offices with lighter traffic often offer earlier dates. Verifying the district first means the slot will not be lost at an office that has no jurisdiction.
The Money Side
Whichever is larger, the sale price or the guidance value, forms the base. The rates in Karnataka work like this:
- Values of Rs. 20 Lakhs and below: 2% stamp duty
- Between Rs. 20 Lakhs and Rs. 45 Lakhs: 3%
- Over Rs. 45 Lakhs: 5%
- A cess of 10% and a surcharge of 2% added to the duty, giving 5.6% in the top band
- Registration is charged at 2%, having been 1% until 31 August 2025
The total on a Rs. 1 Crore flat comes to Rs. 7.6 Lakhs, or 7.6% of the price. Banks do not include this in the loan, so the buyer funds it from personal savings on top of the down payment. For the cash needed at the start, the EMI calculator applies the same rates.
A price of Rs. 50 Lakhs or more also carries a tax duty: 1% of the amount a resident seller receives is held back and deposited with the tax department. Proof of that deposit should go in the deed file.
The Visit Itself
When the online entry and the deed agree, the process moves quickly. The staff match the original deed with the application, check identities, photograph the parties and record thumb impressions. Once everyone signs, the sub-registrar completes the registration.
Each party should arrive with a set of papers. These are the originals of photo ID and the PAN card, and for witnesses their own identity proof.
The signed deed copy, printed as it was typed on the portal, goes in the file. So do the payment receipt, the e-khata, a recent tax receipt, the seller's ownership papers and the slot confirmation. Every buyer and seller must come, unless an attorney acting on a registered power of attorney appears for one.
With a home loan, the lender usually dispatches an executive to pick up the registered deed or requests it shortly after. It helps to share the appointment date with the bank once it is fixed.
Slips That Spoil the Visit
Many failed appointments come down to small differences between documents:
- A single name spelt two different ways in the deed, the ID card and the portal entry
- A property reference or extent that varies between deed and application
- An absent co-owner or witness
- A price typed in below the guidance value
- An old slot that expired after the visit was put off with no new booking
One line-by-line comparison before payment, carried out jointly by the parties and their lawyer, removes most of these. If a date cannot be kept, the slot should be changed on the portal before it passes.
After Registration
The office returns the scanned deed, while a digitally signed copy remains in the buyer's portal account. Three jobs remain. A few weeks later the buyer applies for an encumbrance certificate and checks that the sale shows the right owners, the price and the property description.
Then the khata transfer follows, with the local civic body, along with changes on the electricity and water meters. Errors noticed within thirty days are simple to correct, but the same errors found at the time of resale cause long delays.
A cost sheet for a specific home, listing duty, registration charges and anything else due when keys are handed over, is available when the team is contacted before booking. Asking for it early helps with budgeting.
