Understanding Guidance Value Before Registering a Bangalore Property

Two flats in one Bangalore tower can sell for the same price and still attract different registration bills, because the state looks at a figure other than the price. That figure is the guidance value. This explainer covers how it works, how it turns into duty and fees, what a revision does to a purchase, and where to find the number for a given property.
Where the Figure Comes From
Karnataka's stamps and registration department publishes a minimum rate, by the square foot or square metre, for each village, ward and street. Empty plots, flats and shops in one area usually have rates of their own. In other states the same idea appears as the circle rate or the ready reckoner.
Registration treats it as a floor. The larger of the two numbers, guidance value and agreed price, is what stamp duty and the registration fee are charged on. Deeds above guidance value are perfectly normal, and busy localities often trade far above it.
Turning Value Into Charges
Charges on a home priced above Rs. 45 Lakhs break down like this:
- Stamp duty, at 5%
- Cess and surcharge on top of the duty, adding roughly 0.6 percentage points for Bangalore homes
- A registration fee of 2%, after the increase from 1% effective 31 August 2025
Added together, that is near 7.6% of the base for the majority of city homes. Lower slabs exist as well: 2% duty on homes of Rs. 20 Lakhs or less, 3% on those between Rs. 21 Lakhs and Rs. 45 Lakhs, with an unchanged 2% fee.
What a New Table Does to the Bill
A revision resets the base and leaves the rates untouched. A buyer who has paid more than the revised guidance value sees no change. The cost goes up only when the new guidance value overtakes the price.
Worked figures
Consider a flat agreed at a price of Rs. 1 Crore. If a revision lifts its guidance value to Rs. 1.05 Crore, the base grows by Rs. 5 Lakhs, and at about 7.6% the added cost is Rs. 38,000.
Had the same flat been agreed at Rs. 1.2 Crore, the revision would change nothing. Revisions therefore land unevenly, biting most where earlier guidance values were near market prices or above them.
The Date That Counts
The value that counts is whatever is current when the deed is signed and registered, nearly always on one day. An earlier agreement to sell has no say. A buyer who signs ahead of a revision but registers once it is in force pays on the new table.
New tables usually come with prior notice and apply only from a notified date, while the older table governs until then. If a revision is in the air, check the current figure ahead of registration and settle a date that suits the seller and the lender.
Karnataka's Recent History
Values rose across the state when Karnataka put a statewide revision into force in October 2023. Its Central Valuation Committee began on the next round in January 2026. Such changes vary sharply from area to area, which makes an average a poor guide to a single street.
The number to rely on is the one the state system shows on the day of checking. Press reports, broker quotes and developers' cost sheets may trail behind.
Finding the Value on Kaveri
The figures are on the department's portal, Kaveri Online Services. Searches go from district to locality, using these entries from the property papers:
- The district, which is normally Bengaluru Urban for city properties
- Taluk and hobli
- The village or ward, spelled as in the title papers
- The property type, whether site, flat or commercial
It is wise to keep a screenshot of the planning figure, with its date. If the registrar's office quotes another value on the day, it settles the point quickly.
Other Effects of Guidance Value
Property tax in Bangalore uses guidance value as one of its inputs. A higher figure can therefore lift the yearly tax and the one-time charges paid when buying.
Income tax looks at it too. When a sale price is lower than the stamp duty value, the rules may take the stamp duty value as the sale price for capital gains, allowing a 10% margin. A wider gap can also be taxed in the buyer's hands.
Valuation and resale
Lenders carry out a valuation before lending, and a guidance value near the market eases that task. Where it overshoots what buyers pay, resales in the locality may slow until prices catch up.
Pre-Registration Checklist
Preparation a week or two ahead keeps the bill from being a surprise. Steps worth taking:
- Search the present guidance value of the exact property on Kaveri
- Hold it against the agreed price and see which is greater
- Calculate the duty, the cess, the surcharge and the 2% fee on the greater number
- Check if any new table has been notified and what its start date is
- Arrange money for the charges, because banks seldom finance them
The EMI calculator will show where a loan stands against these upfront costs. For any purchase in Bangalore, our team can review the costs for each project in turn.
