Karnataka's Digital e-Stamp, Explained for Bangalore Property Buyers

Karnataka has moved the stamping of documents online, and a buyer of property in Bangalore will meet the change at the very first paper. This article answers the main questions in order: what the digital stamp is, whether it is legal, how it is made, where it is used, what it costs and how to stay safe while paying.

What Is a Digital e-Stamp?

A stamp is the proof that the state has received duty on a document. Earlier, the proof was a sheet bought from a licensed vendor, or a certificate printed at a counter. Now the proof is held in the state's system, locked to the single document it was made for, so it cannot be moved to another.

The duty is calculated just as it was before. What changes is the payment route and the way the receipt is kept.

Is It Legal?

Yes, and the law was prepared in stages. First came a 2025 amendment of the state Stamp Act. It widened the idea of an impressed stamp to cover a digital e-stamp, and it accepted e-signatures of the kind the Information Technology Act, 2000 describes. Then, on 7 August 2025, the Revenue Department issued rules for generating, signing, verifying, using and refunding such stamps.

The final piece was a notification of 16 January 2026, gazetted on 19 January 2026, which named Kaveri 2.0 as the Digital e-Stamp Application. Duty paid there is now recognised under the 1957 Stamp Act just as a traditional stamp is. The stamps and registration department runs the system.

How Is One Created?

Everything is done on screen. The payer registers, chooses what kind of document it is and enters the facts that fix the duty. The whole wording of the document is typed in next, on the state template where one applies. After payment the stamp is issued, and the parties execute the document with eSign through Aadhaar or a digital certificate.

Because the stamp and the text are created together, the pair cannot be separated. Banks, buyers and courts can all check the record in the state system afterwards.

Where Does It Appear in a Home Purchase?

A purchase involves a bundle of stamped papers. The list below shows the usual ones.

  • The builder's or seller's agreement for sale
  • The sale deed, carrying the main duty at registration
  • The bank's loan agreement, and the memorandum recording deposit of title deeds
  • A power of attorney, a frequent need for buyers who live overseas
  • Affidavits and indemnity bonds that banks or offices ask for
  • A rent agreement, if the flat is let after possession

Sale deed duty already went through Kaveri at registration. The digital stamp pulls the smaller papers into that system.

What Does It Cost?

Rates are untouched by the new method. Properties worth up to Rs. 20 Lakhs pay 2%, those above that and up to Rs. 45 Lakhs pay 3%, and those worth more pay 5%. The duty then carries a 10% cess and a 2% surcharge, and registration is 2%. Value means the higher of the price and the guidance value.

Suppose a flat is registered at Rs. 60 Lakhs. Duty at 5% is Rs. 3 Lakhs, cess and surcharge are Rs. 36,000 and registration is Rs. 1.2 Lakhs, so the total is Rs. 4.56 Lakhs. The EMI calculator helps buyers budget for such costs alongside the loan.

How to Pay Safely

Treat the process as you would any online payment. A few habits protect the buyer.

  • Reach the Kaveri portal by typing its address, never through a payment link in a message
  • Compute the expected duty before paying and compare it with the amount shown
  • Select the correct document type, because an agreement, a deed and a power of attorney do not attract the same duty
  • Compare names, property details and price against the draft before confirming
  • Keep the e-stamp, payment receipt and signed document in one folder
  • Refuse to route duty through an agent's account, whatever discount is offered

When someone else prepares the paper, sign in and look at the record personally. The payer's own login is the best proof that the money has reached the state.

What an e-Stamp Does Not Prove

Fake stamp paper, the older threat, has mostly faded. A newer one is the false website or message that imitates a government portal, so every payment request deserves a second look.

A valid e-stamp confirms the duty on one document and nothing about the property. It cannot say who owns the flat, whether a bank holds a mortgage, or whether the plan is sanctioned. For those answers, go to the title deeds, the encumbrance certificate and the khata.

The Practical Gain for Bangalore Buyers

The main benefits are fewer visits to vendors and a cleaner record for anyone purchasing in Bangalore. Minor documents get stamped at home, and a person overseas can handle much of the process from there; the NRI page covers it. What buying costs in total remains unchanged.

Frequently Asked Questions

What date made Kaveri 2.0 the official digital e-stamp system?+
The notification is dated 16 January 2026 and was gazetted on 19 January 2026. Rules for digital e-stamps had been issued before that, on 7 August 2025.
Do buyers pay different stamp duty with a digital e-stamp?+
No. Rates remain 2%, 3% and 5%, together with cess, surcharge and a 2% registration fee. Payment and record-keeping are what moved.
Does the law treat a digital e-stamp like paper stamps?+
Yes. The 2025 amendment to the state's Stamp Act puts the digital e-stamp within what counts as an impressed stamp, giving it equal legal standing.
What signature is needed on a digitally stamped document?+
An electronic signature, made by eSign tied to Aadhaar or by a digital certificate. The amended stamp law accepts such signatures under the Information Technology Act, 2000.
If duty is paid, does that mean the property is safe to buy?+
No. A paid stamp says nothing about ownership, mortgages or approvals, which are checked from title deeds, the encumbrance certificate and the khata.
