Plots Near Bangalore Airport: Devanahalli Approvals, Khata and a Pre-Booking Checklist

Land is what most developers offer around the Bangalore airport, and a plot there can be an excellent long-term holding when the paperwork is right. The area is outside the city corporations, so approvals, khata and title work follow a different route from a site in Bangalore proper. This guide starts with a checklist, then explains each document, the pockets of the belt and the costs.
Checklist Before Any Token Amount
Work through these points in order. Most disputes in the belt trace back to one of them being skipped.
- Write down the survey numbers for the layout and for your plot.
- Get the land conversion order and compare it with the survey numbers in the agreement.
- Get the BIAAPA layout plan and release order from the seller, and find the plot on the drawing.
- Search for the project on the RERA portal and compare promoter and phase.
- Confirm the khata at the panchayat office or the municipal council.
- Let a lawyer trace the title for 30 years and look for acquisition notices.
- Ask a bank if it will lend against the plot.
- Visit during the dry months and get the water source confirmed in writing.
Why This Belt Sells So Many Plots
Kempegowda airport is inside the taluk of Devanahalli, at the far end of North Bangalore. Open farmland, the highway and the terminal made it the natural home of gated plotted layouts. Both listed companies and small local promoters sell here.
Since March 2024 the Satellite Town Ring Road has been open from Dobbaspet to Hoskote, and it passes through the taluk. Namma Metro is building its Blue Line to the terminal. The KIADB aerospace park and the planned Airport City are meant to add jobs, but none of that is complete, so patience is part of the purchase.
BIAAPA and the Panchayat: Two Different Roles
BIAAPA, the Bangalore International Airport Area Planning Authority, owns the master plan for the villages near the terminal. Every survey number is marked for housing, industry or farming. A residential layout is possible only in a housing zone, and it still needs BIAAPA's sanction.
Panchayats are not planners. They hold property records and collect tax. Under state rules from October 2025, the planning authority approves a converted-land layout design first, and a khata comes later. Roads, parks and amenity sites are then given to the panchayat by registered deed.
Understanding Each Document
Each of the four papers answers its own question, and no one of them replaces another.
Conversion order
Farmland must be converted under the land revenue law before house sites can be sold. The Deputy Commissioner issues the order, naming each survey number covered.
Release order
The authority frees plots for sale in stages, once the layout's roads and drainage are completed. Buying inside a released portion is safer than buying where works are pending.
Khata
Village khatas come online through e-Swathu, and Devanahalli town has its own municipal council for the purpose. In a panchayat, Form 9 and Form 11A are the records pointing to converted, approved land. A khata does not prove ownership, which the registered deeds do.
RERA entry
Registration under the RERA Act is required for plotted layouts, other than small parcels of 500 sq m or less and layouts with a handful of plots, eight or below. The state portal gives each phase's promoter, its survey numbers, how many plots it has and when it will be complete.
Where to Look
The belt has distinct areas:
- Devanahalli town, along NH 44 and the airport road
- The Nandi Hills road and IVC Road, which have bigger layouts among the farms
- The Bagalur and Shettigere villages, on the way to the aerospace park
- Outer villages such as Vijayapura and Avathi
Rates fall away from the highway. A low rate in a remote village may signal weak approvals, so check the documents before the price.
The Acquisition Question
The proposed aerospace park on 1,777 acres in Channarayapatna hobli was shelved by the state in July 2025, after farmers protested at length. As land has been taken for industry here before, search each survey number for notices.
Title work covers the mother deed, three decades or more of sale deeds, the RTC, mutation entries and an encumbrance certificate. Disputes usually come from family partitions, court cases and loans against the land.
Why the Papers Matter More Than the Price
A plot with all four documents is easier to finance, to build on and to sell again. A plot that lacks one of them may still be cheap, but the saving often disappears in delays, legal fees or a refused loan.
For that reason, the checklist at the top of this guide should be completed before rates are compared. A low rate in a far village is a question to ask, not an offer to accept.
Money Matters
Banks give a smaller, shorter loan on a plot than on a home, and they prefer approved layouts. For values over Rs. 45 Lakhs the duty rate is 5% (about 5.6% once cess and surcharge are added), with 2% registration on top. Layout maintenance is a recurring cost, and bare land earns no rent.
Some sellers offer a plot with a build contract for a villa. Price the land and the construction separately, and insist on specifications, stage payments and a handover date for the building. Buyers who want a ready home can look at villa projects registered whole under RERA.
A layout that clears every point above makes a sound land purchase. For a review of a shortlisted layout's papers, message us on the contact page.
